Senior police officers have drawn up a radical strategy to stop British Muslims turning to violence which will see every area

of the country mapped for its potential to produce extremists and supporters for al-Qaida. The 40-page document, marked

restricted, was approved by a top-level police counter-terrorism committee on Monday, and is expected to be formally adopted

within weeks.

The Association of Chief Police Officers hopes it will help to stop al-Qaida's ideas gaining hold in primary schools, colleges,

the internet and prisons. Other initiatives in the strategy include:

· guidance to parents on how to stop children searching for extremist websites

· an anti-extremism agenda to be included in "all state-maintained educational establishments from primary schooling

through to universities" by 2008/9

· intervening to stop convicted al-Qaida terrorists and supporters from spreading extremist ideology in prison.

A government report will claim that a lack of Muslim and Arabic-speaking staff at a jail that detains terror suspects is creating a security risk.

According to a report by Anne Owers, the chief prisons inspector, staff's inability to understand what is being discussed by detainees could

raise security fears in the specialist unit for extremist prisoners at Long Lartin prison.

Harvard University has moved to make Muslim women more comfortable in the gym by instituting women-only

access times six hours a week to accommodate religious customs that make it difficult for some students to work

out in the presence of men.

Men have not been allowed to enter the Quadrangle Recreational Athletic Center during certain times since Jan. 28,

after members of the Harvard Islamic Society and the Harvard Women's Center petitioned the university for a more

comfortable environment for women.

Harvard Islamic Society's Islamic Knowledge Committee officer Ola Aljawhary, a junior, said the women-only hours

are being tested on a trial basis. The special gym hours will be analyzed over Spring Break to determine if they will

continue, she said.

MUSLIM radicals have demanded Sharia law across Britain “without compromise”.

Extreme Islamics said the hardline system – where people are punished by stoning and beheading – is the future.

Speaking at a meeting in Birmingham, Abu Ibraheem said: “Let us make this absolutely clear. Islam is not subject

to dilution, compromise or relegation.

“The behaviour of some Muslims is failing miserably to meet these commands.”

About 50 activists held the meeting in the same town where terrorist Parviz Khan, 36, plotted to behead a British soldier.

Ten thousand leaflets were distributed to attract moderate Muslims.

EPIC Seeks Documents On Limiting the Accountability of Fusion Centers

On February 12, 2008, EPIC filed a Freedom of Information Act (FOIA)

request with the Virginia State Police. EPIC's request seeks documents

about a plan that would shroud the Virginia Fusion Center, a database

that collects detailed information on ordinary citizens, in secrecy. The

Virginia legislature is considering a bill that would limit Virginia's

open government and privacy statutes, as well as Virginia's common law

right of privacy, for Virginia agencies connected to the Fusion Center.

Fusion centers are a means of bringing together information from

distributed sources for the purpose of collection, retention, analysis,

and dissemination. The Virginia Fusion Center was established in 2005

and is one of several similar entities established by state governments

throughout the United States.

Federal guidelines state that the Fusion Center should accumulate and

retain information from a wide range of public and private sources.

Such information includes, but is not limited to: financial records;

credit reports; medical records; internet and email data; video

surveillance from retail stores and sporting facilities; data from

preschools; and welfare records. Press groups have criticized the

proposed law, and warned that, if passed, Virginia citizens can "say

hello to Big Brother."

The Virginia Fusion Center's operations involve contact with federal

agencies, including the U.S. Department of Homeland Security and the

U.S. Department of Justice, as well as other federal programs, including

the National Criminal Intelligence Sharing Plan and the Criminal

Intelligence Coordinating Council. The federal government has spent at

least $380 million to support the state Fusion Centers and other similar

entities. EPIC's FOIA request focuses on the possible role of the US

Department of Justice and the US Department of Homeland Security in the

development of the Virginia legislation.
